SEPAR (Surrey Emergency Program Amateur Radio) is the official amateur radio division of the City of Surrey’s Emergency Program. Comprised of licensed amateur radio operators and trained emergency communications volunteers, SEPAR plays a vital role in ensuring the city’s resilience during times of crisis.
In partnership with the Surrey Amateur Radio Communications Society (SARC) and with the support of the Surrey Fire Service, SEPAR stands as a critical pillar in the City’s emergency preparedness infrastructure. Whether it’s a natural disaster, technological failure, or infrastructure collapse, SEPAR is ready to provide essential communications when conventional systems fail.
SEPAR’s mission is to deliver reliable and resilient backup communications during emergencies, supporting the City of Surrey, its emergency services, and regional partners. This is accomplished through a coordinated network of amateur radio operators who are trained, equipped, and committed to maintaining communications under challenging conditions.
We are recognized as part of British Columbia’s Public Safety Lifeline Volunteers through Emergency Management and Climate Readiness (EMCR), and play an integrated role in the City’s and Province’s emergency plans.
SEPAR’s activities are guided by a strong set of operational and community-focused objectives:
Rapid Deployment: To assist the City of Surrey, emergency service providers, community groups, and neighborhood committees in quickly deploying amateur radio communications during civil emergencies.
EOC Support: To enhance the capabilities of the Emergency Operations Centre (EOC) and its Communications Centre by providing trained radio operators and systems.
Public Preparedness: To foster and promote amateur radio in the Lower Mainland, particularly within Surrey, as a tool for improving public emergency preparedness.
Inter-agency Cooperation: To encourage collaboration among emergency services and other public agencies in matters involving radio communications.
Community Engagement: To raise public awareness of amateur radio’s role in emergencies and to build a volunteer network through education and outreach.
Operational Excellence: To constantly improve the technical and operational capabilities of amateur radio in the City of Surrey, ensuring we remain an effective last line of communication when needed.
Volunteer Coordination: To maintain strong coordination among amateur radio volunteers throughout the region, ensuring shared learning and mutual support.
